Bill Title: Amends the General Assembly Operations Act. Provides that a person employed as a legislative liaison for, or otherwise employed by, an executive branch officer or an agency, board, or commission under the control of an executive branch officer may not lobby on the floor of the House of Representatives while the House of Representatives is in session or the floor of the Senate while the Senate is in session. Defines "lobby" as any communication with a member of the House of Representatives or the Senate or any employee of the House of Representatives or the Senate for the ultimate purpose of influencing any executive, legislative, or administrative action. Effective immediately.

Amends the General Assembly Operations Act. Provides that a liaison or other employee of an executive branch officer may not lobby on the floor of the House of Representatives or the Senate, or any employee thereof, while in session. Defines "lobby". Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The General Assembly Operations Act is amended
5by adding Section 20 as follows:
6 (25 ILCS 10/20 new)
7 Sec. 20. Lobbying prohibition. Notwithstanding any other
8law to the contrary, on and after the effective date of this
9amendatory Act of the 100th General Assembly, a person employed
10as a legislative liaison for, or otherwise employed by, an
11executive branch officer, or any agency, board, or commission
12under the control of an executive branch officer, may not lobby
13on the floor of the House of Representatives while the House of
14Representatives is in session or the floor of the Senate while
15the Senate is in session. For the purposes of this Section,
16"lobby" means any communication with a member of the House of
17Representatives or Senate, or any employee of the House of
18Representatives or of the Senate, for the ultimate purpose of
19influencing any executive, legislative, or administrative
20action.
21 Section 99. Effective date. This Act takes effect upon
22becoming law.
