Bill Title: Amends the Counties Code. Provides that the Lake County board shall adopt an ordinance or resolution reestablishing the Lake County Children's Advocacy Center Pilot Program, which allowed a juror to donate his or her juror fees to the Lake County Children's Advocacy Center, and allows juror fees be donated through December 31, 2021 (currently, through December 31, 2018). Provides that the Lake County board shall make 2 additional reports, on July 1, 2020 and July 1, 2021, to the General Assembly and the Governor on the Pilot Program. Extends the date repealing the Lake County Children's Advocacy Center Pilot Program and related provisions to January 1, 2022 (currently, December 31, 2019). Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Counties Code is amended by changing Section | ||||||
5 | 4-11001.5 as follows:

8 | Sec. 4-11001.5. Lake County Children's Advocacy Center | ||||||
9 | Pilot Program. | ||||||
10 | (a) The Lake County Children's Advocacy Center Pilot | ||||||
11 | Program is established. Under the Pilot Program, any grand | ||||||
12 | juror or petit juror in Lake County may elect to have his or | ||||||
13 | her juror fees earned under Section 4-11001 of this Code to be | ||||||
14 | donated to the Lake County Children's Advocacy Center, a | ||||||
15 | division of the Lake County State's Attorney's office. | ||||||
16 | (b) On or before January 1, 2017, the Lake County board | ||||||
17 | shall adopt, by ordinance or resolution, rules and policies | ||||||
18 | governing and effectuating the ability of jurors to donate | ||||||
19 | their juror fees to the Lake County Children's Advocacy Center | ||||||
20 | beginning January 1, 2017 and ending December 31, 2018. At a | ||||||
21 | minimum, the rules and policies must provide: | ||||||
22 | (1) for a form that a juror may fill out to elect to | ||||||
23 | donate his or her juror fees. The form must contain a |

1 | statement, in at least 14-point bold type, that donation of | ||||||
2 | juror fees is optional; | ||||||
3 | (2) that all monies donated by jurors shall be | ||||||
4 | transferred by the county to the Lake County Children's | ||||||
5 | Advocacy Center at the same time a juror is paid under | ||||||
6 | Section 4-11001 of this Code who did not elect to donate | ||||||
7 | his or her juror fees; and | ||||||
8 | (3) that all juror fees donated under this Section | ||||||
9 | shall be used exclusively for the operation of Lake County | ||||||
10 | Children's Advocacy Center. | ||||||
11 | The Lake County board shall adopt an ordinance or | ||||||
12 | resolution reestablishing the rules and policies previously | ||||||
13 | adopted under this subsection allowing a juror to donate his or | ||||||
14 | her juror fees to the Lake County Children's Advocacy Center | ||||||
15 | through December 31, 2021. | ||||||
16 | (c) The following information shall be reported to the | ||||||
17 | General Assembly and the Governor by the Lake County board | ||||||
18 | after each calendar year of the Pilot Program on or before | ||||||
19 | March 31, 2018 , and March 31, 2019 , July 1, 2020, and July 1, | ||||||
20 | 2021 : | ||||||
21 | (1) the number of grand and petit jurors who earned | ||||||
22 | fees under Section 4-11001 of this Code during the previous | ||||||
23 | calendar year; | ||||||
24 | (2) the number of grand and petit jurors who donated | ||||||
25 | fees under this Section during the previous calendar year; | ||||||
26 | (3) the amount of donated fees under this Section |

2 | (4) how the monies donated in the previous calendar | ||||||
3 | year were used by the Lake County Children's Advocacy | ||||||
4 | Center; and | ||||||
5 | (5) how much cost there was incurred by Lake County and | ||||||
6 | the Lake County State's Attorney's office in the previous | ||||||
7 | calendar year in implementing the Pilot Program. | ||||||
8 | (d) This Section is repealed on January 1, 2022 December | ||||||
9 | 31, 2019 .
