Bill Title: Amends the Boat Registration and Safety Act. Provides that persons that are not residents of Illinois do not need a water usage stamp to operate a non-powered watercraft in a paddling event or race. Provides that the Department of Natural Resources shall adopt rules governing the classification of events as paddling events or races. Effective immediately.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Boat Registration and Safety Act is amended
5by changing Section 3-1.5 as follows:
6 (625 ILCS 45/3-1.5)
7 Sec. 3-1.5. Water usage stamp. Any person using a
8non-powered watercraft on the waters of this State shall have a
9valid water usage stamp affixed to an area easily visible
10either on the exterior or interior of the device. The
11Department shall establish rules and regulations for the
12purchase of water usage stamps. Each water usage stamp shall
13bear the calendar year the stamp is in effect. The fee for a
14water usage stamp is $6 per stamp for the first 3 stamps. Any
15person who purchases more than 3 water usage stamps receives
16each subsequent stamp for $3 each. This Section shall not apply
17to a non-resident operating a non-powered watercraft while
18engaged in a paddling event or race. The Department shall adopt
19rules governing the classification of events as paddling events
20or races.
