Bill Title: Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board, police training schools approved by the Board, law enforcement agencies, and units of local government may not initiate, administer, or conduct training programs that include warrior-style training, either directly or through a third party. Provides that the Board may not reimburse a law enforcement agency or unit of local government for any portion of training programs that include warrior-style training. Provides that law enforcement agencies and units of local government may not indemnify or otherwise provide liability protection for a peace officer for liability arising from the use of tactics derived from warrior-style training. Defines "warrior-style" training. Preempts home rule. Amends the Department of State Police Law of the Civil Administrative Code of Illinois to make conforming changes.

1 AN ACT concerning police training.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of State Police Law of the Civil
5Administrative Code of Illinois is amended by adding Section
62605-56 as follows:
7 (20 ILCS 2605/2605-56 new)
8 Sec. 2605-56. Warrior-style training prohibited. (a)
9The Illinois State Police shall not initiate, administer, or
10conduct training programs that include warrior-style training.
11 (b) Notwithstanding any provision of law to the contrary
12including, but not limited to, the State Employee
13Indemnification Act, the Illinois State Police may not
14indemnify or otherwise provide liability protection for an
15Illinois State Police trooper, police officer, investigator,
16or other employee exercising the powers of a peace officer for
17liability arising from the use of tactics derived from
18warrior-style training.
19 (c) In this Section, "warrior-style training" means
20training for Illinois State Police troopers, police officers,
21investigators, or other employees exercising the powers of a
22peace officer that dehumanizes people or encourages aggressive
23conduct by peace officers during encounters with others in a

1manner that de-emphasizes the value of human life or
2constitutional rights, the result of which increases a peace
3officer's likelihood or willingness to use deadly force.
4 Section 10. The Illinois Police Training Act is amended by
5changing Section 8 and by adding Section 7.1 as follows:
6 (50 ILCS 705/7.1 new)
7 Sec. 7.1. Warrior-style training prohibited.
8 (a) The Board shall not initiate, administer, or conduct
9training programs that include warrior-style training. The
10curriculum approved by the Board for probationary police
11officers to be offered by all certified schools shall not
12include warrior-style training.
13 (b) No police training school or local governmental agency
14shall provide warrior-style training.
15 (c) The Board may not reimburse a law enforcement agency
16or a peace officer for any part of a course or other training
17that includes warrior-style training.
18 (d) A law enforcement agency may not provide warrior-style
19training, directly or through a third party, to a peace
20officer.
21 (e) Notwithstanding any provision of law to the contrary
22including, but not limited to, the Local Governmental and
23Governmental Employees Tort Immunity Act and Sections 1-4-5
24and 1-4-6 of the Illinois Municipal Code, no local government

1agency may indemnify or otherwise provide liability protection
2for a peace officer for liability arising from the use of
3tactics derived from warrior-style training.
4 (f) In this Section, "warrior-style training" means
5training for peace officers that dehumanizes people or
6encourages aggressive conduct by peace officers during
7encounters with others in a manner that de-emphasizes the
8value of human life or constitutional rights, the result of
9which increases a peace officer's likelihood or willingness to
10use deadly force.

12 Sec. 8. Participation required. All home rule local
13governmental units shall comply with Sections 7.1, 8.1, and
148.2 and any other mandatory provisions of this Act. This Act is
15a limitation on home rule powers under subsection (i) of
16Section 6 of Article VII of the Illinois Constitution.
