Bill Title: Amends the Illinois Highway Code. Provides that each property owner that has been given consent under a provision of the Illinois Highway Code to locate, place or construct upon, under or along any highway, any ditch, drain, track, rail, pole, wire, pipe line, or other equipment shall identify, upon request of the State or county, the vertical depth and horizontal alignment of such ditch, drain, track, rail, pole, wire, pipe line, or other equipment. Provides that if the owner fails to comply with this provision, the State or county highway authority having jurisdiction shall contract for services to locate the depth and alignment and bill the owner thereof for the total cost of the services, in addition to any claims paid to contractors for damages, including project overhead, down-time, and remobilization of labor and equipment costs in accordance with compensation provided for in the Illinois Department of Transportation Standard Specifications for Road and Bridge Construction manual. Effective immediately.
