Bill Title: Amends the Mental Health and Developmental Disabilities Administrative Act. Defines the terms and provides procedures under which children are eligible to receive funds for an Individual Care Grant (ICG) for residential placement due to their mental illness, including alternative in-home or community services in lieu of residential placement, when clinically appropriate. Supersedes Department of Human Services rules.
