Bill Title: Creates the Means Matter Suicide Prevention Act. Provides that beginning in 2020, and on a biennial basis thereafter, every public official in this State must complete a course of training on suicide prevention. Provides that the Secretary of State shall implement and conduct the training program, and shall set standards and determine the hours and frequency of training necessary for public officials under the Act. Provides that a person who fills a vacancy in an elective or appointed position that requires training under the Act must complete his or her initial suicide prevention training within 30 days after commencement of his or her office. Provides that upon completion of the training program, each public official must certify that he or she has completed the training program, and submit a signed copy of the certification to the Secretary. Requires the Secretary to submit a report to the General Assembly and the Governor on a biennial basis that summarizes the most recent suicide prevention training that was completed by public officials, and lays out the plan for the training program for the next year in which suicide prevention training shall take place. Provides that the Secretary of State shall adopt any rules necessary to implement and conduct the suicide prevention training program. Defines terms. Effective January 1, 2020.
