Bill Title: Amends the Unemployment Insurance Act. Provides that, for an annual administrative fee not to exceed $5, an employer may pay its quarterly contributions due for wages paid in the first 3 quarters of 2013, 2014, and 2015 in specified equal installments. Contains provisions regarding: collection and deposit of the annual administrative fee; interest; and penalties. Effective immediately.
