Bill Title: Amends the Workers' Compensation Act. Provides an alternative to posting a bond with respect to the issuance of a summons in connection with a petition for review of a Commission award. Provides that if the party seeking review is the party against whom an award for payment of money was rendered, the party may file other collateral or guarantee by means of an insurance policy, certificate of self-insurance, or deposit of funds in escrow rather than a bond.
