Bill Title: Amends the School Code to transfer the administration of the Golden Apple Scholars of Illinois Program from the Illinois Student Assistance Commission to the State Board of Education. Amends the Higher Education Student Assistance Act and the Illinois Vehicle Code to make corresponding changes. Effective July 1, 2020.
