Bill Title: Amends the Illinois Vehicle Code. Provides that nothing in the Section concerning administrative fees and procedures for impounding vehicles for specified violations limits home rule powers or preempts the authority of a home rule unit to adopt regulations concerning administrative fees and procedures for impounding vehicles.
