Bill Title: Reinserts the provisions of the introduced bill with the following changes. In provisions concerning payment from a health insurance issuer to a nonparticipating ground ambulance service provider, provides that, for nonparticipating ground ambulance service providers subject to a unit of local government (rather than owned and operated by a unit of local government), the rate shall be equal to the rate established or approved by the governing body of the local government (rather than a unit of local government) providing the ground ambulance service. Provides that, for nonparticipating ground ambulance service providers that are not subject to the jurisdiction of a unit of local government (rather than owned and operated by a unit of local government), the rate shall be equal to the lesser of the specified rates.
