Bill Title: Amends the Interstate Rail Passenger Network Compact Act. Provides that the Governor, President of the Senate, Speaker of the House of Representatives, and minority leaders of the House of Representatives and Senate may each appoint non-voting alternate members who are only able to vote upon written authorization by a voting member who is unable to perform his or her duties. Effective immediately.
