Bill Title: Amends the Compensation Review Act. Provides that no amendment or change made to this Act on or after October 30, 2009 shall be construed to reconstitute the former Compensation Review Board unless the same shall be expressly set forth therein. Makes clarification changes concerning the effective date of certain provisions.
