Bill Title: Amends the Environmental Protection Act. Changes the definition of "municipal waste incineration" to exclude the combustion of certain materials that might otherwise qualify as municipal waste. Makes, as a result, the Act's municipal waste incineration emission standards inapplicable to facilities where those waste-derived materials are combusted. Authorizes the Illinois Pollution Control Board to determine, based solely on certain federal standards, which of these waste-derived materials do not qualify as municipal waste. Effective immediately.
