Bill Title: Amends the Election Code. Creates the Election Administration Fund as a special fund in the State treasury. Provides that all fees and penalties paid to the State Board of Elections shall be deposited into the Fund for the ordinary and contingent expenses of the State Board of Elections. Makes conforming changes in the State Finance Act. Effective immediately.
