Bill Title: Amends the Illinois Vehicle Code. Repeals the Section that allows applicants for special permits to apply to the Department of Transportation for a registration number and classification identification label for the purpose of identifying and classifying vehicles or combinations of vehicles that may be operated or moved by special permit. Makes conforming changes.
