Bill Title: Amends the Board of Higher Education Act. Provides that the funding for the allocations to public institutions of higher education based upon performance metrics for Fiscal Year 2015 must be at least 0.5% above Fiscal year 2014's funding and, for each of Fiscal Years 2016 through 2019, must be at least 1% above the previous fiscal year's funding. Effective immediately.
