Bill Title: Amends the Public Utilities Act. Provides that to the extent consistent with federal law, no cable or video provider may impose an early termination fee or penalty when the provider has stopped providing a broadcast station during normal operating conditions that was provided to the subscriber at the time the subscriber entered into the service agreement.
