Bill Title: Creates the Protecting First Responders Act. Provides that no specified business shall use, store, or manufacture specified chemicals in excess of 100 pounds within a distance of 1,000 feet of a municipal police or fire station, unless the corporate authorities of any county or municipality define distance requirements that conflict with the Act. Provides that the Illinois Emergency Management Agency shall have the authority to investigate alleged violations of the Act. Provides that any business that operates in violation of the Act shall be liable for a civil penalty not to exceed $50,000 for each violation, and an additional civil penalty not to exceed $1,000 for each day during which such violation continues. Defines terms.
