Bill Title: Amends the Adoption Act. Defines an "unfit person" to mean a person in which there is substance abuse or addiction or both to alcohol or illegal drugs. Provides that if the evidence indicates a parent's past or current abuse or addiction, the court must review the parent's history of such and make a finding that it no longer is a threat to the health and welfare of a child.
