Bill Title: Amends the Vital Records Act. Provides that the State Registrar of Vital Records, in conjunction with the Department of Children and Family Services, shall establish standards and procedures for youth in care, former youth in care, and the legal guardians of youth in care to request the birth record of the youth in care when the applicant does not have all of the information necessary to complete the application for a new certificate of birth, a search for a birth record, or a certified copy of a birth record.
