Bill Title: Amends the State Finance Act. Provides that, as soon as may be practical after the effective date of the amendatory Act, and in no event later than July 1, 2013: (i) $1,000,000 shall be transferred from the General Revenue Fund to the DCEO Projects Fund, and (ii) $320,000 shall be transferred from the General Revenue Fund to the Coal Development Fund. Effective immediately.
