Bill Title: Amends the Illinois Identification Card Act. Requires the Secretary of State, following implementation of the federal REAL ID Act of 2005, to refuse to issue an identification card to any person who has been issued a driver's license under the Illinois Vehicle Code, unless he or she surrenders the driver's license in order to become eligible to obtain an identification card. Directs the Secretary to comply with the provisions of the federal REAL ID Act of 2005 in the issuance of standard Illinois Identification Cards and Illinois Person with a Disability Identification Cards. Requires applicants for standard Identification Cards and Illinois Person with a Disability Identification Cards that comply with the REAL ID Act of 2005 to provide proof of lawful status within the United States. Provides for the expiration of identification cards issued to persons at least 65 years of age based upon whether that card was issued before or after the implementation of the REAL ID Act of 2005. Amends the Illinois Vehicle Code. Directs the Secretary of State to comply with the provisions of the REAL ID Act of 2005 in the issuance of driver's licenses and permits. Requires the Secretary, based upon the REAL ID Act of 2005, to refuse to issue an identification card to any person who has been issued a driver's license under the Illinois Vehicle Code, unless he or she surrenders the driver's license in order to become eligible to obtain an identification card. Requires applicants for driver's licenses or permits that comply with the REAL ID Act of 2005 to provide proof of lawful status within the United States.
