Bill Title: Amends the Public Utilities Act. In provisions concerning valuation of water and sewer utilities, provides that to be included within the definition of "large public utility" an investor-owned public utility must regularly provide water or sewer service to more than 15,000 customer connections (rather than 30,000 customer connections).
