Bill Title: Creates the Return Illinois To Prosperity Commission. Provides that the Commission shall review and evaluate the creation of an Illinois State Bank, and specifies the criteria to be used by the Commission. Provides for the membership of the Commission, and that members shall serve without compensation. Provides that the Commission shall report its findings to the General Assembly and the Governor on or before December 31, 2013.
