Bill Title: Amends the Public Community College Act. Provides that if a student enrolled in a community college is not a resident of the community college district but he or she is a resident of a county in this State that has a 10% or higher unemployment rate, then the student is eligible for the in-district tuition rate even though he or she is not a district resident.
