Bill Title: Amends the Illinois Income Tax Act. Creates a tax checkoff for the Homeless Veterans Fund. Amends the State Finance Act to create the Fund. Provides that moneys in the Fund may be used by the Department of Commerce and Economic Opportunity for the purpose of making grants to not-for-profit organizations that assist homeless veterans throughout the State. Effective immediately.
