Bill Title: Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may regulate any organization, business, or housing development that has the potential to increase overnight population of the municipality by more than 2% on any night. Defines "population" as those persons residing in the municipality or those working in the municipality. Effective immediately.
