Bill Title: Reinserts the provisions of House Amendment No. 1 with changes. Removes provisions of the Illinois Power Agency Act extending a home rule preemption concerning taxes or fees related to the generation of electricity. Removes provisions extending the following income tax credits: (1) the research and development credit; (2) the angel investment credit; (3) the apprenticeship education expense credit; and (4) the River Edge Redevelopment Zone credit. Effective immediately.
