Bill Title: Amends the Illinois Vehicle Code. Provides that if changing lanes would be impossible or unsafe upon approaching a stationary emergency vehicle, the approaching vehicle shall reduce the speed of the vehicle to 20 miles per hour lower than the posted speed limit.
