Bill Title: Amends the Counties Code, Township Code, and Illinois Municipal Code. Provides that a county, township, or municipality that has adopted regulations relating to the construction of new buildings must require a commercial or residential building with a skylight installed in a flat roof to include a safety screen or other barrier able to withstand, at a minimum, 500 pounds. Defines "skylight". Limits the concurrent exercise of home rule powers. Effective January 1, 2026.
