Bill Title: Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department of Revenue shall allow taxpayers to open an online tax account for the payment of the Illinois income tax liability regardless of whether the taxpayer has filed a return in Illinois.
