Bill Title: Amends the Humane Care for Animals Act. Requires the Department of Agriculture to establish an animal sourcing database for the purpose of compiling information regarding the origin of animals that have been forfeited to animal shelters in this State. Provides that the database shall keep record of specified information concerning each animal. Requires the Department to establish a certification board to oversee and maintain the processes of the database. Provides for the adoption of rules.
