Bill Title: Creates the Retail Cash Payment Act. Provides that a retail mercantile establishment selling or offering to sell goods or services to the public that employs an individual to accept in-person payments at a physical location shall not: (1) refuse to accept cash as a form of payment for sales of less than $500 made at the physical location; or (2) post a sign on the premises stating that cash payment is not accepted. Provides for exceptions to the requirement. Provides that the provisions do not require a person to accept any bills larger than $20 bills as payment for goods or services. Provides that a violation of the provisions is a petty offense and provides for fines. Establishes a 30-day period to cure a violation before a fine may be imposed. Preempts home rule. Effective January 1, 2028.
