Bill Title: Amends the State Property Control Act. Provides that, if the administrator sells any State correctional facility to the United States government, the contract effectuating that sale shall include a specific provision that the facility shall not, under any circumstances, be used for the detention or confinement of persons who are subject to the Military Commissions Act of 2009. Effective immediately.
