Bill Title: Amends the Environmental Protection Act. Provides that "coal combustion by-product" means coal combustion waste when used as a functionally equivalent substitute for agricultural lime or mined gypsum (calcium sulfate dihydrate) as a soil conditioner, amendment, fertilizer, or other agricultural purposes when using appropriate agronomic rates.
