Bill Title: Amends the Illinois Vehicle Code. Prohibits a person from being issued, renewed, or allowed a driver's license or permit if the person is not a citizen of the United States. Requires the applicant for a driver's license to, in an application for a driver's license, affirm that the applicant is able to read and write in English. Requires the applicant for a commercial learner's permit to be a United States citizen, which prohibits lawfully permanent residents or foreign domiciled persons from applying for a commercial learner's permit. Requires the applicant for a commercial learner's permit to certify on the application that the applicant is able to read and write in the English language. Makes conforming changes. Effective immediately.
