Bill Title: Amends the Property Tax Code. Provides that, in counties with 3,000,000 or more inhabitants, beginning on January 1, 2013, a person or entity that is required to pay property taxes on 10 or more property index numbers during the taxable year must make payment by means of electronic funds transfer. Preempts the concurrent exercise of home rule powers. Effective immediately.
