Bill Title: Amends the Illinois Horse Racing Act of 1975. Provides that except as provided in specified provisions, 8.5% of all the moneys received by the State as pari-mutuel taxes shall be paid into the Illinois Racing Quarter Horse Breeders Fund on a schedule as the Illinois Racing Board prescribes.
