Bill Title: Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a person who is not the publisher to sell or offer for sale a magazine or other periodical subscription, either in person or by means of electronic communication, in a transaction in which: the requested price to be paid by the consumer is greater than the subscription price requested by the publisher of the magazine or other periodical; or an element of the contractual relationship between the person and the consumer is a supplemental cancellation fee to be paid by the consumer to the person if one or more subscriptions are canceled prior to the expiration date of the subscription and the person fails to disclose to the consumer, before the establishment of the contractual relationship, that the cancellation fee is an element of the transaction.
