Bill Title: Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may petition to have property declared abandoned if the property contains a dangerous or unsafe building or the property is not being maintained, as evidenced by more than 3 code violation abatements in a 12 month period. Amends the Property Tax Code. Provides that a county may convey its interest in vacant non-farm property to any adjacent property owner for no consideration.
