Bill Title: Amends the State Finance Act. Provides that bills received and recorded by the Department on or before June 30th of a particular fiscal year that may be paid in total by the Department from future fiscal year Health Insurance Reserve Fund appropriations shall be limited to $100,000,000 in fiscal year 2014 and each fiscal year thereafter.
