Bill Title: Amends the Illinois Municipal Code. Provides that the City of Chicago shall waive all permit, registration, licensing, or operating fees for any vehicles that are specifically designed, constructed, modified and equipped, or used for the retail sale of food that operates in a food desert. Defines "food desert" as meaning the United States Department of Agriculture's classification of a low-income census tract where either a substantial number or share of residents has low access to a supermarket or large grocery store. Limits home rule powers.
