Bill Title: Amends the Employee Classification Act. Provides that a developer, general contractor, and subcontractor are jointly and severally liable for any subcontractor's failure to properly classify persons performing services as employees unless specified conditions are satisfied. Provides that it is a violation for a developer or a general contractor to utilize a subcontractor at any tier who commits a violation of the Act unless specified conditions are satisfied. Makes conforming and other changes. Defines terms.
