Bill Title: Amends the State Finance Act. Creates the Experimental Aircraft Association Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to allow for the issuance of aviation enthusiast decals for Universal special license plates by the Department of Transportation. Provides fees for the issuance of the decals. Provides that money in the Experimental Aircraft Association Fund shall be paid, subject to appropriation by the General Assembly and distribution by the Secretary, as grants to promote recreational aviation. Effective immediately.
