Bill Title: Amends the Counties Code and Illinois Municipal Code. Provides that no department, agency, or person shall issue a permit or license authorizing the use of explosives for the purpose of demolishing any structure by implosion where the residential population density in the area near the structure is one or more dwelling units per acre.
