Bill Title: Amends the Juvenile Court Act of 1987 relating to abused, neglected, and dependent minors who have been removed from the parent's custody. Provides that the Department of Children and Family Services shall conduct a study every 4 months for the first year that the child has not been reunited with his or her family. Provides that the Department of Children and Family Services shall document in detail why the parent and child have not been reunited and what specific steps are being taken to reunite the family. Provides that the court may appoint an independent third party to review the service plan as to whether the goal has been achieved, including a determination that all necessary steps have been taken to reunite the child with his or her family and that the return of the child home cannot be achieved under the plan. Provides that the appointment may include, but is not limited to, court appointed special advocates.
