Bill Title: Amends the Illinois Identification Card Act. Requires the Secretary of State to affix the signature or mark of the applicant for standard Illinois Identification Cards and Illinois Disabled Person Identification Cards, rather than requiring each applicant to affix his or her signature to the card upon receipt and prior to its use for any purpose.
