Bill Title: Amends the Department of Human Services Act. Provides that consistent with the objectives of budgeting for outcomes, as soon as practicable after the effective date of this amendatory Act, the Department of Human Services, in coordination with the Governor's Office of Management and Budget, shall undertake a review of the Department's contracts and grants to assess which contracts and grants, and categories thereof, are appropriate candidates for the implementation of a performance-based contract evaluation model. Requires the Department to refine current performance metrics and develop new metrics for programs, including contracts and grants that fall within the categories determined to be appropriate by the Governor's Office of Management and Budget and the Department. Provides that starting in State Fiscal Year 2013, Community Services Agreements shall explicitly outline performance reporting requirements, detailing the specific performance metrics to be reported, the method for submitting metrics, and the frequency of the metrics reporting. Provides that these provisions shall be applicable to all contracts and grants funded by the Department in an estimated amount in excess of $100,000. Effective immediately.
